The American Red Cross’s Emergency Operations Center (EOC) in San Diego is responsible for disaster response coordination for the entirety of San Diego County. At any given time, they must be prepared for any and all manner of catastrophes or natural disasters, and they must keep the city they serve in as functional a state as humanly possible and see to the well-being of its residents.
The American Red Cross called on Fluid Sound to design and implement a technology solution capable of providing top-down management and relief effort coordination tools that would help them deliver the fastest and most effective emergency response to those who need it. We answered that call with a fully integrated multi-display system, complete with touch-sensitive map tables, news source monitoring, relief team task coordination and management, HD video conferencing capabilities, and much more.

Challenge
We were tasked with creating a state-of-the-art video-based information management system to facilitate information flow through the nearly 40 American Red Cross activities that occur during a relief operation. Secondly, we needed to provide the facility with simulated training exercise capabilities to increase personnel proficiency.
Solution
Our team installed 18 24” NEC MultiSync monitors and three NEC professional projectors for information monitoring, as well as a Touch Table Multi-touch Display System. For video conferencing, we utilized a Polycom Video Conferencing system, Panphonics Directional Speakers, and Atlas Sound Masking/Speech Privacy technology. The entire AV system is fully integrated and controlled by a Crestron DigitalMedia control system.
“In the past, it used to take four to six hours to prepare for a larger operation. Following the completion of our renovation project and the NEC installation, prep time is now at less than an hour….We believe the Red Cross humanitarian relief to the community will be dramatically improved with respect to speed and appropriateness of delivery,” – Dr. Richard Hinrichs, Managing Director of Disaster Services, San Diego/Imperial Counties Chapter of the American Red Cross
